This theme should be included in every port. Ideally, it should not be edited from one site to another. As I make updates to the core functionality of the base theme, I will try and keep this repo up to date, so you can copy the latest updates from here.

This theme is a child theme of the PM Port Base Theme. It includes the initial functions and files to get rolling, and will need to be customized heavily for each site. So copy this into your repo and then update the name and version number within style.css as desired, begin adding your blocks and post types to the pre-configured files, and add your source site's images, styles, and scripts to the respective locations.
Under template-parts, I have added blank header and footer files. I recommend pulling the header and footer from the source site's php and/or templates and running them through the Template/File converter before pasting the contents into the respective files here.
